It's aimed at enthusiasts and creators in markets where the standard RTX 5090 cannot be sold, who still want the best 4K gaming and content-creation GPU NVIDIA offers there.

Against the global NVIDIA GeForce RTX 5090 (see nvidia-rtx-5090 in our catalog), the 5090 D gives up roughly 5-8% of raw compute throughput because of the export-mandated performance cap, even though the CUDA core count and memory configuration are identical on paper. Against the NVIDIA GeForce RTX 4090 (nvidia-rtx-4090), the 5090 D is still a large step up, delivering meaningfully higher rasterization and ray tracing performance thanks to the newer Blackwell architecture and GDDR7 memory, even with the throttled specification. If you can legally import a standard RTX 5090, it remains the faster buy; the 5090 D exists purely because import is not an option in its target market.
