PS0099NA1ACA is dynabook's official 65W class barrel adapter with a round L-shaped 5.5mm plug, listed for the dynabook T9/W, T7/W, T9/X and T7/X. dynabook says it has the same spec as the adapter bundled with the T9/W and T7/W. dynabook does not print the output voltage and current on its pages. The 19V 3.42A figure comes from third party sellers for the equivalent PA5177U-1ACA class. The T5, T6 and C models use the 45W PAACA042 instead.

Can I use this 65W adapter on a dynabook T5 or C7?
dynabook does not list it for those models. They ship with the 45W class PAACA042. The plug is the same type, but dynabook does not publish either adapter's output voltage, so we cannot confirm the swap.
Why does my T9 say plugged in, not charging?
If it is on the 45W PAACA042 or a low wattage third party unit, that is the likely cause. A lower wattage adapter can power the laptop at idle and refuse to charge under load.
