Who each one is for
Buy the ASRock B860 Steel Legend WiFi for mainstream Intel builds that don't need Wi-Fi 7, though it is the wrong buy for anyone who specifically wants Wi-Fi 7. It also earns its place with builders who want four M.2 slots at a B-series price with Steel Legend styling. Avoid it for enthusiasts who want the higher memory OC ceiling of the Z890 Steel Legend. The ASUS TUF Gaming X570-Plus WiFi suits budget-to-mid-range AM4 builds that want TUF's durability certification and builders upgrading an existing Ryzen system without moving to AM5, though it is not the pick for new builds where AM5's longer upgrade path matters more. It is the wrong buy for anyone who wants Wi-Fi 6 or faster than Gigabit wired networking.
What ASRock B860 Steel Legend WiFi and ASUS TUF Gaming X570-Plus WiFi have in common
Everything else lines up. Memory slots, form factor, board width, wi-fi onboard and m.2 cpu attached slots read the same on both, so those are not worth weighing. They match on 4 further specifications as well.
